MVD - Premium Outlet Mall Technical Review - (Merrimack, New Hampshire)
The construction of the proposed "largest retail mall in New Hampshire" will straddle the boundary of the delineated Wellhead Protection Area for a major Production Well operated by the Merrimack Village District (MVD) in Merrimack, New Hampshire. The MVD and the Town of Merrimack have retained EGGI to review proposed plans for the Premium Outlet Mall and attend multiple public hearings regarding the design and implementation of a Groundwater Monitoring and Protection Plan to ensure that the development and construction of the Mall does not degrade local groundwater quality. The proposed Mall will require extensive blasting of the underlying bedrock (removal of up to 1 million cubic yards of rock is expected) and there is substantial concern that blasting by-products could infiltrate the groundwater and migrate towards the existing MVD Production Well. EGGI has worked with the the Town and the Water Authority to ensure that the developer and its consultants are fully engaged in promoting and protecting groundwater resources at this location. Presently, we are working to implement an effective groundwater monitoring plan (including the collection of duplicate groundwater samples), blasting plan, construction plan, and operation and management plan.
EGGI has successfully protected the interest of the MVD during the design phase of the Groundwater Monitoring and Protection Plan. We believe that extensive safeguards have been put in place to protect groundwater resources and that proper implementation of the Plan will allow the proposed Mall to be constructed and operated without significant adverse risk to the underlying groundwater quality.
